Chelmsford Borough Council’s CCTV Control Room.

Lund Halsey has recently completed the refurbishment of Chelmsford Borough Council’s CCTV Control Room.

The Chelmsford surveillance scheme has grown from its original 45 cameras in 1996 to 235 today (including a doubling of capacity within the past two years alone), gaining prestigious Charter Mark status along the way as recognition of its achievements. The town centre system works closely with partners including Essex Police, Essex County Council and Chelmsford chamber of commerce, its coverage has steadily expanded beyond the town centre to include residential estates, a grade 2-listed historic house and a new unified council refuse and recycling depot.

“Having worked with Lund Halsey since the Control Room first began operation and over the following ten years Chelmsford Borough Council enlarged its original console by expanding it upwards and outwards,” says Technical & Surveillance Manager Spencer Clarke. “In 2000 we specified a further console and 7 years later we had the requirement to expand again”.

Mr Clarke adds that three suppliers were invited to quote for the work – with Lund Halsey again winning the tender: “Scrutinising the bids, we felt that whilst all three tenders were close, Lund Halsey’s equipment was the most suitable and importantly, we had already enjoyed an excellent working relationship with the company over a long period.”

The solution suggested by Lund Halsey involves a two-man modular Centra desk  providing space for each operator to monitor 3x17” TFT’s on  adjustable gas-lift arms and integral pedestal units providing further storage. The KudoStack monitor wall was designed to accommodate a combination of forty 20-inch TFT flat panel monitors surrounding a pair of two 40-inch central LCD display screens.

Part of Lund Halsey’s service included the supply of three dimensional computer aided design drawings, enabling Spencer Clarke to envisage the revised control room prior to fit-out. Lund Halsey also provided ergonomic advice – utilising the principles of ISO 11064 – to maximise operators’ efficiency, effectiveness and user comfort in terms of practical details such as the optimum eye-level view for monitors and the ideal reach of keyboards, etc.

Mr Clarke adds “We’re also very impressed with the modular benefits of Lund Halsey’s furniture. The system installed in our control room was of extremely high workmanship, with the advantage of being installed in one day giving us the flexibility of moving the control room in the future should it be required”.
